Phase Three
- Helmut Zemo (Captain America: Civil War)
- Kaecilius (Doctor Strange)

Obviously not much to go on for Phase Three yet. And while I put Abomination as the main antagonist for The Incredible Hulk, I suppose the argument could be made for Thunderbolt Ross instead.
