How can Arkham City be made into a live-action movie if they tried to?

What the title says.



Ok so we all love Arkham City and some of us put it up there as one of the great Batman stories. The question here is, how can they make this work on film(if they wanted to)?



What should change and what should stay? Is it possible to showcase all the villains etc without being too bloated?
