It was said by the writers that he/she was created as a result of something that Oliver did in season 1. In the comics he is a dark mirror to Batman. I expect them to do something similar with Oliver on the show. It should be noted that he came into contact with the Green Arrow in the comics too.

The main guesses are Tommy Merlyn as a result of Flashpoint and Felicity’s boyfriend Billy Malone. I think Billy is more likely. It should be noted that Colin Donnel’s availability would be limited due to him being on another show.
Another possibility is Adrian Chase, who we know becomes Vigilante, but perhaps Arrow will go a different route and have him also be Prometheus. We know that Oliver took his girlfriend from him in his womanizing days and despite Chase saying that he does not hold grudges, he may have been lying. Oliver taking his girlfriend does not seem like it would be enough to make someone become a monster like Prometheus, but there could also be more to it and the girlfriend thing was just a little hint. Oliver said that he did not remember taking Chases girlfriend. Perhaps he did other things that hurt Chase in his younger days, that he also does not remember.
Early days, but my feeling ATM is that Billy Malone is Prometheus.
