Mandarin in Civil War?

Having noticed that we may not be getting Iron Man 4 anytime soon and having seen "All Hail The King" where it's now established that the MCU does have its own Ra's Al Ghul-esque character thus leaving that plot open and seeing that Tony's story does continue on in Civil War plus also taking into account RDJ's contract leaves this question:



Can Mandarin appear in some way in the movie?
